If you have a versona, they usually have a great sale rack and their regular prices aren't bad. They have really cute stuff too. TJ Maxx can also have some good stuff. Sometimes you can find good stuff at Ross, but it can be pretty hit or miss.

ditto consignment shops - you can sometime even find shirts with tags on them - never worn!

In my area, there is a Goodwill Boutique. They sell designer items second hand.
There is also a Dillard's outlet.
