Berlin Wall installed at Universal

A piece of the Berlin Wall at Hard Rock Cafe - interesting, but slightly odd choice? Anyone know when this was first installed - not seen it before?

That wall segment has been there a while, it was at the old Hard Rock before Citywalk was built, first time I saw it was in 1996, if I recall. May have been there before then.
