do most beaches have bathrooms and changing rooms?

Looking at Crescent Bay or Newport?
 
I don't know about Crescent Bay or Newport specifically, but I am pretty sure all the major SoCal beaches have outdoor showers to rinse the sand off and for sure have restrooms. You can change in the restroom. Some of them do have a separate changing area. Note that the restrooms and changing areas are not all that nice/clean. Wear your flip flops in.
 
Newport has a community shower outside to rinse and public bathrooms for changing. They were pretty well used/sandy/dirty but at least not porta potty bad. :-) and also not very big...maybe 4-5 stalls. Working sinks but no soap or paper towels.
 
Bathrooms, yes. Changing rooms, no. Most of the beaches we go to around here have a bench in front of the bathroom stalls for changing at most. Wear shoes to change, the bathrooms are usually wet and sandy from people before you and they only clean the bathrooms with a pressure hose which leave puddles on the floor.
