Yes. It's a tiny, very busy restaurant.

There's always a CHANCE you can get a walk-up, but I'd do everything I could to get a reservation if you want something you can't get from the very limited walk-up window.
 

They're actually incredibly busy in the evening, lots of folks like to cap their day with dessert there.
Want to echo this. It is very busy later in the day. Note, as someone else also mentioned, that the ice cream selection at the walk up menu is more limited than what you can get sitting at a table.
 
You can also (usually) get a stool at the bar/counter. They're not reserved

They work for a party of 2 quite well ... larger, not so much.

The evenings are worse than the afternoon. We have gotten lucky once or twice going during the time between the lunch and dinner rush, but there obviously isn't any guarantee. The walk up window only offers select items from the menu, and not the entire menu. If you are going for the Kitchen Sink, you'll have to get a table. The only option you have at the walk up is smaller version called the Mickey Sink.
 
A reservation is always the best bet here. Some days they will not allow you to wait even for the bar. As a group of 2 with a reservation we have been put at the bar before. It seems management changes their minds here and there if they will put groups of 2 at the bar with reservations or if they are for walk ups so don't even rely on that.
