On Castaway Cay, they have large carts of towels on the dock as you exit the ship. There were multiple CMs stationed at different places handing them out as people walked by.

They also have them available for water based excursions. You usually pick them up as you enter your excursion gathering area and then drop them off in a big bin as you get on the ship. During warmer weather they also have cool wet wash clothes and cold water right before you get on the ship, at least they did last year when we were in Jamaica and Cozumel, didn't have them in Grand Cayman or CC.

Nope. No sign out/in. There are towel return bins on the beach at CC. There are also places to return towels on the dock next to the ship at every port.
