Make personalized pillowcases (plain white ones, use stamps and fabric paint)
Personalize cheapy flip flops
decorate frames (take pics of the girls at the party to put them in)
nail polish/ manicure set

Last year, at my dd's 12 bd party, the favors were: a whoopie cushion (the rubber ones, not the plastic ones) and a $5 Starbucks gift card. The kids LOVED them.
