Is there any way for a 2yo to have any services at Bibbidi Bobbidi boutique? I know the minimum age on the website says 3 years old.

I have a 6yo and 2yo, and I know the 2yo will be very upset if she is left out of the experience.
 
No, there is not.

I think they will pixie dust them with glitter, but no services. It involves product safety.
 
Out of curiosity I Googled it and it looks as if they are very firm on this rule - some parents reported that they had a child just a few days shy of their third birthday, called to speak to someone over the phone, and were still turned away.

Some alternate suggestions I saw were letting a younger child pick out a dress from the Castle Couture shop; taking them to have their hair styled at Harmony Barber Shop; or having special time giving them a "Mommy and Me" makeover that morning before leaving for the parks. You could also leave a gift with a note "from the princesses" in your hotel room, with the princesses saying they can't wait to see her when she's older or something like that.

I think the theme of being "too little" for various things at Disney can be a frustrating one for precocious / adventurous children... she will likely come across this with some of the rides as well. Maybe an idea would be to sit down and talk about how it's hard when you're "too little" before your vacation, but plan a few special mom-daughter things that "only" two year olds are allowed to do. If her sister is a good sport and kinda understands the idea, you could even have her join in and say "Aw man! I wish I could do that! But this activity is only for two-year-olds, no six-year-olds allowed!". Maybe the two of you go and get a dessert together, meet a particular princess together, something like that.
 
They will not bend this rule ever. We actually planned to skip it altogether when our kids were 5 and 2. Then disney shut down and we didn't go until the youngest was 3. BBB was closed anyway. We did princess makeovers in the room with them (I did their hair, dresses, glitter, the works) they loved it.

Your post reminded me that there are also services that offer something similar in your resort room. This was the first to pop up on Google but I there are several others:

If you join a Facebook group called Ear For Each Other, they have lots of former Disney cast members who offer services, and there are other options for in-room makeovers there as well. Just don’t be discouraged if your request to join the group takes a week or two, mine did but it got processed eventually. Once you join, there’s a menu at the top of their page where you can go to “topics”, and “princess makeovers” is pinned on that page. (Just an fyi because I couldn’t figure out how to search their page at first.)
