you can't exactly call them cheapskates, you need so much imagination to come up with a new whole land that fits in with the park theme and so much money would be spent on hiring new staff, developing new rides etc.

Now I see!

They already do get a decent budget for FLE, because Disney already has six other parks, a shopping district, hotels and a boardwalk to keep up to date and then now they are adding a whole new area to FL. That's why DL had more money because they don't have as much as WDW.
