If Disney did not want points rented, and if they felt that renters were not taking good care of the property, they would simply enforce room repair charges for wear and tear beyond what is normally expected. Spill beer on the carpet, get charged for cleaning. Put cigarettes holes in the couch, get charged. Smoke in a non-smoking room, charge. Missing towels, charge. Two year old "re-decorates" with crayon on the walls, charge.
This would have a two fold effect - members who don't take care of the rooms currently either would - or the dues of the many would stop paying for the abuses of the few - and, people would think twice about renting points to strangers if they risked getting a bill at the end of the stay.
I don't know that renters treat the rooms any worse than members. Certainly, a members college age kids staying on Daddy's points can do as much damage to a room as a commando family who is never is the room.
