When I spoke with MS this week, she confirmed that I have 17 points left in my current use year (Dec). She said that I had until 9/30 to bank them. Would this be all of the 17, or only 25% of the 17?

The banking limitations are based upon your total ownership. If you have 150 points, you have through the end of Month 10 to bank 25% or 38 points.

Also note that banking allowances are cumulative. If you bank 50% of your points in Month 7, you then cannot bank anymore in Month 10 becuase you are already more than 25% banked. (This doesn't directly apply to your question, but I thought I would mention anyway. ;) )
 
You would not be able to bank all 17 at that date. This is just a guess but I believe you have up to 6 months into the use year to bank 100 percent of your points. That would make May the last month to bank all of them, but do not hold me to the 6 months it could be less. I will be banking about 30 points soon but I have a April use year and have made all my reservations for the use year already. That is 100 percent of the total.

I think you must have misunderstood the OPs question. i agree with tjkraz - she can bank all 17 if she does it by the end of this coming September. Here's why:

The banking amount depends upon the total number of points as well as the number that are already banked.

Since she has a December use year, her 25% deadline is September30.

Assuming she has not banked any of her 2004 points, she can bank up to 25% of her annual allotment. Since MS said she had until 9/30 to bank her 17 points, I think it is safe to say that she has none in the bank right now and that she has an annual allotment of at least 68 points (because 17 is 25% of 68).

With a December use year, your banking deadlines are as follows:

Prior to the end of May...100% of the total points for the use year
Prior to the end of August ... up to 50 % cumulative of the total points for the year
Prior to the end of September... up to 25% cumulative of the total points for the year.

So the short answer is you can bank all 17 points up to the end of May.

To know how many you can bank after that, we'd have to know how many points in your contract each year, and also how many points you've already banked...if any.

MS should have been able to tell you that.

Once you bank the points, you can't unbank them, but you could borrow from the following year if your plans changed and you needed some points.

Try downloading Caskbill's program. It will calculate exactly how many points and when you can banked them.
 
Keep in mind that also all points from different resorts that are under the same contract number via a Disney Add-on purchase are combined to determine banking percentages.

Example: You own 150 OKW points and 150 BWV points as an add-on contract.

You use all 150 of your OKW points, but none of your 150 BWV points. At the 50% banking window (after 6-months), you may still bank ALL of your BWV points because 150 is only 50% of your total of 300 points.

If however these are two separate contracts (perhaps BWV was purchased resale), then the 50% rule applies to each contract separately. So in the same situation as above, in this case you could only bank 75 of your BWV points since 75 is 50% of the 150 points.
