The factory was actually a juice manufacturing plant, not a packaging plant. The tubes that are currently in use as slides were the piping that the juice flowed through.
It was not damaged by a hurricane, but had been abandoned many years prior. The multiple hurricanes of 2004 blew away the trees that were hiding it and then Disney reconditioned it to the attraction.
And that is Disney's "official" story.
