We will be taking Disney cruise transport back to poly after debarkment from the Dream. Thinking I should plan a lunch ADR in case our room isn't ready when we arrive. What would be a safe time to book? Would a 12:00 ADR be plenty of time to get back?

The buses to the resort depart the port as soon as they are full. If you're on one of the early ones, I'd say you could be at your resort by 9:30-10:00 at the latest.
 
I think the buses to the WDW resorts hold departure until about 9:00am, or did it change back again?

It will take an hour once you leave port to get to the first resort stop -- so about 10am, however there could be up to 3 resorts for your bus and Poly may not be the first stop. Barring no unseen delays, you'll be fine for a noon lunch ADR at your resort, you can probably even make it comfortably by 11:15. If you are looking at making the ADR for within a park or another resort, I'd probably opt for 12:30 just to be safe.

If you really want to be safe, skip the ADR and just go to the Oasis Pool Bar for tacos.

Right! Sorry, I got that mixed up, I was thinking MCO buses waited until 9:00. That's what I get for answering questions as soon as I get up.

Buses to MCO depart as soon as filled. Buses to WDW resorts hold until about 9:00am. No more early arrivals at the resorts :(

Yes, it would be ADR at our resort. I am just trying to think of an option once we arrive at resort in case our room is not ready. Was thinking we could swim but not sure as we are traveling first week of December.

You could, also, go directly to one of the parks. Most resorts will hold your bags, if you do this. And will send you a text when your room is available.

We will be doing mvmcp that night so hoping to rest a little in room before heading out for a long night:)
 
When you do online check in for the Poly stay, make sure to select that you will be there early. I've had good luck getting into our room early when I let the resort know at online check in that we will be there early. As for an ADR time, as long as there are no unforeseen delays, like mechanical issues or an accident on 528, a noon reservation time will be fine.
