We were the first to stay in our room at the BCV during the first two weeks that it opened last summer. As with any new construction, there were things that needed attention, so we called with each item we noticed. (By the way, maintenance promptly showed up each time to fix what ever we called them about). One of the items we called about was the hot water. During the mornings, we thought the hot water heater was not working. We were told by the Disney repair man that the hot water is piped from a large water heater at Epcot and that the first hot water users in the morning would have to let the water run for several minutes to get hot water. Following these instructions, we never had a problem with hot water again.
I suspect that the cm in maintenance misspoke when he said that the water temperature was set at 108 degrees. It is improbable that Disney sets the water temperature this low because the local health code probably requires a higher temperature setting.
