Baby Switch - not a baby?

Our 4 year old is too small to go on many of the rides - would we be allowed to do baby switch with her. Also do they allow 2 riders to wait for baby switch or is it just the 1? We have 3 kids and none of us would want to ride on our own.

We've done baby switch on Crush a few times. Me and the boy go on and then my wife and the boy have a turn (my daughter is just too small).

I assume it is the same on other rides.
