Does Universal offer a similar program to the Disney's baby swap?
Yes...Universal has a child swap but I don't have kids so I can't tell you exactly how it works. Most posters say Universal's system is better than Disney's but someone who knows will come along and post more.

I would say it's better, if only for the dedicated waiting area near the load point at many attractions. At Forbidden Journey for example, the room is right next to the load zone and even has a TV playing HPatSS all the time--last I was there last year.

At Universal, my recollection is that everyone goes through the queue (not so at WDW) until the load point, where you are then sent into the room to wait with the kiddos and switch off. Someone can correct me if I have this wrong....
 
Yes it does and we found it much better than Disneys.You all wait in an attraction line together.Once you get to the load point, there is an actual room that you wait in.One person rides, while one waits with the child in the room.Depending on the ride there are movies on in some of them.At Forbidden Journey in Harry potter, they play Harry Potter movies.They play the old mummy cartoons at Revenge of the Mummy..Overall we found it much easier to use, all the employees were nice and knowledgeable about
 

Does the other parent have to ride as a single rider, or can they take others with them? I believe at Disney you can take up to 2 more riders with the person they swaped out.
 
As everyone else has said, it's better than Disney's (in that you all go through the queue together and have a designated area to wait).

We only have 2 kids so I can't speak for how many more riders you can take with you, but DH (or I) always rode the second time with our child, not alone. I'm sure they allow the same amount of return riders as Disney.
 
At least at FJ you can take as many people as you would like the second ride. A quick hint would be to have the little one in the front of your group so the worker cans see them and know to send you down the correct line or make sure that the first person tells every worker you get to that you are doing a child swap.
 
I'm in the minority here as we didn't like Universal's system as much as Disney's. Yes, you do all stay together, which can be nice as you aren't constantly looking for each other, but for our DD, it was boring to just wait at the ride In fact, we only used Universal Baby swap on one ride, FJ. After that, we used our Express Pass as a baby swap smiliar to Disney's. DH and I would do a couple of nearby attractions while the other took DD to the Dr. Seuss area or to a splash area and then meet and switch. No we didn't spend much time together as a family but it kept DD happy. It is probably ok if you have kids that are just too short to ride one or two things, but DD was only 21 months and couldn't ride most things so this worked better for us.
