Yes, the do have baby care centers. In Disneyland its at the end of Main Street, near the Kodak Photo Shop. I'm not sure where it's at in California Adventure though but I'm almost positive they have one.
They have really nice changing tables, kid's potties, changing tables, sinks, a dunking toilet (for cloth diapers), a private nursing area and you can get supplies you may have forgotten: diapers, wipes, ointment, pacifiers, bottles, and even food.
Make sure you visit even if you don't need it. The one at Disneyland has a print of Walt Disney's baby portrait.
yes, that is where the DCA one is. They also have a little area with high chairs where you can feed a baby, and a microwave if you need to warm up baby food or a bottle. Frankly it's just a nice quiet air conditioned place to take a little break! I have many fond memories of the baby care centers.

One thing that everyone hasnt menchioned is how incredibly friendly the CM's are in the Baby care centers. I know the vast majority of CM's are very nice, but there is just something about these CM's. They are wonderful.
