babies and pools

I read somewhere on this board that babies that aren't potty trained are allowed to use one of Mickey's pool ears. Is this correct ?

From last year to this year they turned one of the ears into a sprinkler like pool rather than a full on, water holding pool. It is a neat idea to try an contain germs. The week we were there a kid threw up in the pool and they immediately closed it, drained it and refilled in a relatively short time. I was impressed even though it was the afternoon we had decided to sit by the pool, oh well. Since I got sick on our cruise last year it was nice to see them trying to think through things they could do differently.
