My Mom rented a van from Avis using AARP discount, the person that spoke to her for the reservation said she could add an additional driver for no extra cost at check in. She got an email that said she can skip the counter because it was prepaid. Can she still if she is adding the additional driver?

She should be able to do the "Online Check-in" just before you leave. This is where the additional driver info will be added.
