What's the average price to have a wedding in the pavilion? And are the characters extra?

The Wedding Pavilion fee for us is $3000+tax.
I think characters start at $900 for one character and one 30 minute set and go up from there.

I think that is a little misleading. The cost to rent the wedding pavilion is $3000, but that is obviously not the average cost of a Disney fairy tale wedding. What type of wedding are you looking for?

If you do an Escape Collection event (18 guests or fewer) you can get an entire package wedding at the Pavilion for $5,750 instead of paying the $3,000 venue fee as part of a $10,000—$12,000 overall minimum for a Wishes event. Characters would still cost extra, though.

Last I heard, characters were $500 a piece for 30 minutes.

For Disney's Fairy Tale Weddings they're $900 for one character, $1,350 for two, and $1,800 for three, with incremental discounts as you add more.
