My guess is that it will be Tier 1-2 the first couple of months and probably Tier 3 for Q1 of 2021. Let's hope for better than that though!

I think you will still have to deal with the quarantine issue, to be relaxed with a twist. Starting Oct 15, persons from out-of- state flying into Hawaii will still be subject to a 14-day quarantine rule unless they have with them proof of having taken a covid test no more than three days before time of flight to Hawaii and the result is negative. A potential problem, other than having to do the test, is that in many places getting your test results quick enough to comply with that rule may be difficult.
