I think in a residential setting, artificial turf needs to be replaced every 10 years or so. Even more so with the abuse that lawn is put through every week.

I can't tell from the photo, but it's probably not actually concrete. A compacted gravel road base is usually the base layer that goes down over the natural ground soil/dirt. Then a shock pad of some sort. Then the artificial turf. From afar, it could be mistaken for concrete because they pack the crap out of it.
