When do the crowds slow down at Universal during
the month of August?

at the end of the month.

check the websites when the locals start back to school.
if you go then and not the weekends, you should be fine.

also check to see when value season starts for the on site hotels.
that is a clue on when the crowds have started to dwindle down.

value season is good. cheaper rates for hotels, express passes and less crowds in the park.

We were there last August (2nd & 3rd weeks). We found if you get to the parks at rope drop there really aren't any lines to speak of until about 11 am. At that point the lines are starting to form and the waits for the bigger attractions was 15-20 min. By noon it was 30-45 min and by 1 it was an hour or more. We left each day around 1-2 pm (we were staying offsite and didn't have FOTL passes). Sometimes we came back at night and just rode those things that didn't have a really long line and other nights we just hung out at the pool at our villa. We were there for 16 days so we weren't concerned about getting everything in. Total we spent 6-7 days at US/IOA and did/saw everything at least once (and some things more than once). I really didn't notice much of a crowd difference between the 2nd and 3rd weeks. Weekdays were definitely less busy than the weekends.
