Is there a way to just walk around and check out the resort without paying $50 per person? We aren't interested in the water park. Thanks!

Sure. You can take a cab or the water taxi over. Shopping, the casino and some of the restaurants will be available. You can also wander around the Marina Village. Essentially, any of the stuff you see in the beautiful ads for Atlantis is not available without a pass. They do offer day passes for the aquariums at @ $30 a person.
