My father was in a wheelchair (he did a manual one) and I just called and requested a first floor room because of the wheelchair. We had others in our party and were asked if the others also wanted first floor rooms and I said it didn't matter, as long as we were close. We had two connecting rooms on one side of the building and two rooms on the other side - all first floor and very close by.
If you are wanting to request a first floor, attach request to your reservation and state the reason why. You will be more likely to get request if they know the reason why.
You might want to specifically book a handicapped-accessible room, to ensure that your husband will be able to access everything and have ample room for his ecv. This is a specific category of rooms, so you'd need to take care of it while booking, or if you've already booked, by calling Disney to make a change.
