Your room key will say DVC Member, that is usually, but not always, sufficient to get the member dining discounts. It never hurts to ask, but it will probably vary from restaurant to restaurant. You can not get the member discount on annual passes, and you may be able to take advantage of free valet parking, if your resort has valet parking...sometimes, though, they do ask for the actual membership card.
A guest is entitled to the DVC perks if they are staying with the member. If the member is not there, then, technically, you are not entitled to any discounts or perks.

Surprising. Our adult son will be staying with us, so his key will say "DVC" but he does not have a DVC member card (as he isn't a member). Are you saying that if he goes - without us - to a restaurant that offers DVC discounts, he is entitled to them? I still though that there was a circle of perks that only actual members were entitled to.
Typically anyone staying with a member while the member is staying at a DVC resort on points will be offered DVC perqs within the parks and resort hotels.
Our guests were able to purchase tickets to Typhoon Lagoon at the DVC discount price. We stayed nearby in case a Membership card was needed, but it wasn't.
