I don't think this is an accurate assessment of the situation, which I guess makes sense given the source.
 
This just looks to be a revised comprehensive plan to the latest comprehensive plan that Reedy had executed in July 2022.

The Reedy Creek comprehensive plan in 2022 introduced the allowance of a 5th theme park and this revised plan keeps that in place. I'm not going to read the whole plan to see if there is any verbiage about a 5th park but they do have a table that summarizes 5 year increments for park, hotel and restaurant allowances. In the original 2022 plan a 5th park was allowed during the first 5 year increment starting 2022. In the new plan, that has now been placed during the second 5 year increment and now is allowable starting 2030.
 
I dimly recall the 5th park being in the District Plan going back farther than 2022. It is a description of what is maximally permissible given the constraints on zoning/development/watershed protection, not what TWDC currently plans to do.

In other words: Nothing to see here.
