You do not get wet from the drops (so much) but from water jets that spray water UP as you hit the water. They turn these down during the winter, as to minimize the wetness.
The movie I watched was pertaining directly to Grizzly River Run, so I'm not sure exactly how they do it on Splash. For GRR though they just reduce the water flow. You still get wet, just not as much.

It's on Disneyland behind the sceans. On netfix it's on a compulation Disney Parks, you can watch it instatly. It's also available on Blue Ray at Target and DVD at Costco.

Our family has never done EITHER GRR or Splash...so we might actually consider one or both when we go this December! (With ponchos, of course!!)
