Are under 3 free in DVC too?

Trying to figure out what kind of accommodations we would need for 11 people, 3 under 3. Grand Villa would be nice but a bit over our price range so trying to figure out what combination of rooms we would need.

Depends on what you plan to do with the "3 under 3". If they will be in a bed/pull-out then they count toward the room occupancy. Occupancy is:
Studio: 4 (some may be 5)
1 BR: 4 (some may be 5)
2 BR: 8 (some may be 9)
3 BR: 12 (Grand Villas)

Each category also allows 1 additional child in a crib. For 11, you'd probably want at least a 2 BR and studio. 8 adults in a 2 BR means 2 in the master bedroom, 2 in the queen in 2nd BR, 2 in the pull-out in the 2nd BR and 2 in the pull out couch in the living space. Also, I don't think they'd allow 3 under 3 on top of that.

That is correct - if you have multiple children under 3, only 1 can not be counted towards the occupancy limit. If you have 3 under 3, 2 will count towards the limit.

And in case the question was asking this, DVC rentals by members are generally at a cost per room that is based on a cost per point needed to reserve the room and that cost does not depend on number of persons in room, i.e., you don't get charged "per person" and thus don't get charged extra for a child or a third adult.

A 2br and a studio would be ideal if a GV is not possible

I'm thinking one needs to consider the relationships and privacy expectations in order to properly evaluate room types.

I'd get each family unit their own accommodations. Since that one family alone needs a 2 bedroom, I'd probably solve the problem by just getting each family unit their own. If hyou have a 3 or under in your family group of 6, then you actually could get by with a 1 bedroom, but the family of 7 wont be able to do that.

Even if some of the five are under the age of three, only one wouldn't count towards occupancy. So at the minimum, they would be a family of six plus one under the age of three. QED - they need a two bedroom at a minimum.

Or an All Stars Family Suite or Ft Wilderness Cabin or THV.
