Are this fatpasses only for US hotels clients??

oh yes...
FASTpasses can be obtained by anyone with a valid park ticket, whether it's a 1 day tickey, annual pass, etc. There is no difference where you are staying, and it's FREE!! :D
There are little kiosks near the more popular rides with 2 or 3 machines that read the magnetic strip or bar code on your ticket, then you use the touch screen to select what ride you want and when you want to ride. It then spits out your ticket and you can go on your merry way until ride time. You can get one per hour.

The only difference about where you are staying is that on-site guests do not need to use the machines, and are not limited in their choice of time slots and how often they go on the express lines. They just show their room key as thier "fastpass" and go on the express line of any ride as much as they want.
