Are there rides for a crowd ages 7 and UNDER?

I am going to Universal studios with my kids 7, 4 1/2 (who is very short and does not make the cut off for many of the faster rides at WDW) and 22 months in September. We have travelled to WDW numerous times but this is our first trip to Universal with kids. Are there rides for their ages? Are we wasting our money to take them there? Is one park better than the other? Thanks for your help.

Yes, they are great for little ones. We brought our preschoolers two years running and they loved universal parks.
 

I was there for a week at the end of June and I would say for the majority of things to do- your kids are too little- just my opinion.....
 
My Dh & I were at UF and IOA on our honeymoon, but I can't recall what there was for small children. We hope to bring our 4 year old this Jan. Is there really anything more for him there other than the Dr. Seuss rides? We plan to stay at Disney because for his age we thought this would be best, but we are debating making a day trip to UF.

I think you could have a great day at either park, as we have the last two years with our preschoolers. At UF, we start with Shrek 4D, then Jimmy Neutron. Then you can go over to see the Barney show, the great E.T. ride, and Animal Planet Live, and the whole kids area Fievel's Playland, which has a little rollercoatser, a little water slide, a huge jungle gym, and, separately, the Woody Woodpecker Kidzone, which is a HUGE water play area where you can shoot foam balls, get drenched, and play. Does he watch Nickolodeon? He may meet the rugrats walking around, or Schrek himself, or Jimmy, And there's a great Nick Studio activity on a soundstage, where they pretend they are trying out a new gameshow and the kids actually play.

Depending on age and bravery level, he may be able to handle Jaws, Earthquake, or Twister, and there is at least one live show good for kids (name escapes me --- Beetlejuice?).

At IOS, you have Seuss Landing, kind of like Fantasy land at MK, with several rides and activites. Our DS4 went on Spiderman, and loves Storm Force, and also Flying Unicorn coaster, Pterandon Flyers and attached huge play area, Camp Jurassic, Dudley's ripsaw falls, Me ship the olive, Popeye and Bluto's bilge rat barges, and other rides.

We had great days at both parks.

Another option would be to get a two park one day pass. The parks are so easy to navigate, so close together and so uncrowded compared to Disney parks, that is no hassle to go between them. These parks have been nearly empty the last two years we went in early MArch.
 
They will love it, there is a lot that is suitable for the littler ones, especailly at US, moreso that IoA.
