Are the popcorn buckets refillable?

I have a bunch of them still... love them! Also bought a couple at the Character Warehouse (during my shop-a-thon)

But not in the parks I am sorry to say.

They won't let you do a refill. I went back in November and tried it, but CM told me it had something to do with health issues, so they can no longer do a refill.
