It is for each registered guest. It is your room key with your name on it. There is an extra adult fee for each adult after the first two.

It doesn’t matter how the room is booked - stand alone or package. Through Universal or through a third party. Full price vs discount. Your room key will have a bar code on it, and that will be scanned at each ride.

@mamapenguin is right about the fees. I just checked the Lowes website, and it looks like it’s an additional $40 per person per night for any adults after the first two. Additionally, a rollaway bed for the 5th person is $35 per night. It’s still a great deal and much cheaper than buying express passes individually, but if you’ve got five adults and a rollaway, you’re going to need to budget $155 (plus tax) extra per night.

Its pretty trivial to get around the fee. If you say its "2 adult and 2 children", they dont ask for id's for everyone. They just give out the room keys/passes.
