Are future opening/closing times firm?

I'm going in November, the hours seem pretty short (9-7). Are these flexible, will they change as we get closer, or is that set? I'm trying to see when I should make diner reservations back at WDW.
 
Anything could change, but 9:00 - 7:00 has been a pretty standard during "off" times. At times it still gets as short as 9:00 - 6:00. I would consider going to one of the City Walk restaurants if you don't want to take park time for dinner.

I'd rather go to Disney because of the dining plan, but I don't want to make a reservation for 7:30 and then find out I didn't arrange to leave the park a few minutes early, but an hour and a few minutes early!
 

Anything can change , but short hours like that are the norm that time of year.It isn't unusal to see hours 9-7 or even 9-6
 
As others have said, they are not in stone. But from what I saw in Early December last year. UOR pretty much closes after Cine Spec.

On my Birthday (15th Dec) we Had a day there, was pretty quiet, watched Cine Spec from near Starbucks in San Fran, then beat the leaving crowds out and easily got a table at HRC
 
That time of year they won't change.....
