Are Disney resorts now making guests pay for housekeeping services now?

We stayed in April and we had daily housekeeping at Animal Kingdom Lodge (Resort View room booked directly through Disney). Usually they came later in the afternoon between 4pm-6pm. However, one day they had knocked on our door and scheduled it for the morning. When we returned in the afternoon, it wasn't done and when I asked about it, a housekeeper came right away. They were so nice about it.
I can't say enough good things about the housekeeping service we received on our trip.
 
Since 2022 I have stayed at BWI, WL, and the Poly for two weeks in each and housekeeping wasn't reliable at all in any of my stays.

I love Disney hotels but they just don't have a grip of housekeep again.

I travel a lot for business and I find the Disney housekeeping and hotel service to be hit or miss compared to Hilton/Marriott/Four Seasons, but I don't blame the cast members — it's pure cost cutting.

I've also stayed places that basically say "housekeeping on this floor is only on these days of the week/check out day" but I don't think I've had any multi night stays since early 2022.
 
What I think it also might be why Disney Resorts are making guests "DVC members only" pay for housekeeping services is that the resorts might be short handed on housekeepers and they just aren't hiring new housekeepers. But when my family and I stayed at a Courtyard By Marriott once and one time my mom and I had to get our room serviced and they promised that they would come right away. Anyway the morning came and went and no housekeeper came and Mom and I called housekeeping three times to get our room serviced and they finally sent a housekeeper to get our room serviced and it was 5PM in the afternoon and when we asked the housekeeper why they took so long to service our room and what that housekeeper told my mother and me was because they were busy and they had so many rooms to service and they couldn't get to our room fast. And when we told Dad about what happened to Mom and me he was shocked. And that Courtyard hotel had the laundry staff be housekeepers when no housekeepers were not working as well and they would always be talking on their smartphones when they would service rooms too and this made my mom shocked. Now I see why Disney resort housekeepers don't always service the rooms at the time you request. Another hotel chain that does this new image is Best Western and from what Mom and I learned is that Best Western will only service the rooms if a guest checks out and if you are staying at Best Western and need housekeeping services you have to register for housekeeping services or else they will not do it. But if this is the new image of Disney Resorts I bet Disney Resorts have lost money and guests due to the new image of housekeeping at Disney Resorts. But as I mentioned Disney Resorts and all other hotel chains need to have free daily housekeeping services and give a whole cleaning of the room from making the beds changing sheets and bedding replacing pillows with clean pillows emptying the garbage can and cleaning the bathroom and bathtub/showers and it would work marvelously for Disney Resorts

That is not how it works. DVC is a timeshare program that has been in existence for over 30 years and, when people purchase the timeshare and sign their contracts, they are well aware of what the housekeeping schedule is. This is NOT new. DVC timeshare owners (or those who rent) who book with DVC points are not entitled to daily housekeeping included in their stay. It has nothing to do with being short-staffed. Guests who book cash reservations through WDTC DO get housekeeping included with their stay.

After your initial post there are almost 2 pages of responses that make clear your assumptions are completely wrong. It has been covered by many other DIS Members in this thread.

guess with the pandemic, businesses had to adapt to new norms. Maybe it's their way of ensuring guest safety and reducing unnecessary contact.
This was true during the pandemic, what's their excuse now?

Its purely a cost cutting measure and falls below global standards.
