Im not sure where to ask this but do DVC members get a discount for APs and when does the date start when you buy the APs or the first day you use them ?

DVC member get $100 off A/P's, the date starts on the day the tickets are printed. I think you may be able to pay for them and pick them up in at Guest services, in that case they would start when you pick them up... please feel free to correct me if I don't have this right...

That's correct. If you buy over the phone or internet, the year will start when you pickup the actual passes at WDW. If you buy in person, they start immediately.

No, the resorts do not handle any Annual Passes. You have to go to a park or guest services at DtD.
