APs-- payment plan only if purchased online?

I have several trips to US coming up and decided an AP would be worth it for both the ticket and potential hotel savings.
Do I need to buy the AP in advance online to take advantage of the amazing payment plan options? Or next Friday, when I go to the park, can I purchase the AP there and set up the payment plan? Or is the only option when you purchase the AP at the park to pay in full? TIA!!

I started my payment plan at the park, so not online, but we are FL residents. I don't know if that affects it or not.

Payment plan is only available to Florida residents and you have to prove your Florida resident status upon activation at the parks.

With universal I don't think that's true. I believe it's open to all.

Flex pay is for anyone. You can do it online or at gate.

Just remember, after the first year is up you do not get the cheaper renewal rate. Your payment will go up because the down payment will be factored into you monthly payments. The only benefit of flex pay is your annual pass price will never increase after the first year.

The only reason I remember is because it shows that WDW's possible reasoning for only letting FL residents do it for WDW and CA residents do it for DLR (that they don't want to have to cross state lines in case someone stops paying) is bogus. I like Disney, but I also like skewering them in my mind a little bit, too.
