Technically no. But they don't check your address or anything so you can use it for the rest of the year. When you get a new AP, they'll ask for proof of address so you won't be able to get the socal one anymore.

There is no "technically."

It is 100% valid, end of story. The fact that somebody moved is entirely irrelevant.

And as you don't need to show proof of address for renewal, it can technically be renewed, although that's by taking advantage of Disney's lax enforcement of its own policies. It goes against the rules.
