We may be going to WDW twice this year and will most likely purchase an annual pass. When and if the AP codes ever come out, can I call CRO and request a room only quote without having purchased the annual pass? They should give me the quote – shouldn’t they?

That's correct. You don't need the AP when you call and make the reservation.
