I looked in the tickets sticky about but didn’t see the answer so I hope I didn’t miss it. ;)

We are going to WDW in June. My brother is going to purchase an AP this week over the phone. I understand it won’t activated until he enters the park. However, he needs the AP for fast passes which have to be booked in a couple of weeks.

When he orders the AP, will they give him the number to link the pass to his MDE so he can book fast passes?

Quick answer is yes. He will actually be buying an AP voucher, which will then be exchanged for the real AP during the activation process. If he already has an MDE account they should ask him for the account email when he purchases the AP voucher, and connect it to his account at that time. They'll provide him with the voucher number in any case, and he can link that to his account later if necessary.

Once linked to his account, the AP voucher is considered active ticket media and is valid for making FP.

When he arrives at WDW, he can activate his AP by going to any Guest Relations window at any park (including the water parks) or going to any open ticket booth at any park. APs cannot be activated at the resort. The process is pretty straightforward, but not particularly quick, so plan accordingly. The clock starts ticking once the AP is activated.

2. Yup. I'd not trust that the resort concierge was trained in that service.
Or that the correct computer files were available at the resort system.
3. It's actually very easy. Once being served by the CM, it should take about 5 minutes.
What needs to be allowed is extra time in case there is a line of other guests ahead of you.
(The guest needs to have a legal photo ID when the AP is activated.)
4. That is no longer true. Once activated, the new AP will not begin it's year of validity (start "counting down")
until such time as the new AP is actually used to enter a park.
 

When I purchased my AP for this year, it was linked to my MDE account and I was able to make FPs even thought it wasn't activated yet.
I go to Guest Services to activate the AP. We usually go to the IG as it seems to be rarely busy and only takes about 5 minutes to activate. But we also get our new TiW card at the same time.
