AP Florida Resident Rates?

Got a couple questions, but first the background:

My ILs are moving to Orlando. They'll be down there June 3rd. We're coming down June 4th for our vacation to WDW and my ILs would like to purchase APs when they get down there so they can join us on our vacation.

Now, obviously they don't have FL drivers licenses yet since they just got there, and their house isn't ready yet (they're building one in a retirement community), so they'll be renting a house for the time being.

My question is can they get an AP with FL resident rate with just a lease? Do they really need a FL drivers license? If they get a letter from their retirement community that states they are building a house and will be living there and have a permanent address, do you think they can get the FL resident rate?

When we first moved down in 98 we brought a copy of our lease and the utility notice with us and had no problem. I think you'd only need the lease though.

Proof of Florida Residency is: 1) VALID Florida Drivers License - MUST have Florida Address 2) VALID Florida State Issued ID Card - MUST have Florida Address 3) VALID Voters Registration Card with corresponding picture ID 4) VALID Florida Based Military ID 5) VALID Florida College ID.
 
I'm sorry to say that we could not immediately get Florida resident passes when we moved here. We had to wait until we got our driver's licenses changed over.
