Here is the situation:
My parents (who are DVC members) live with my sister and BIL. My parents have bought AP's for all of them, they have the vouchers but have not activated them yet. BIL is not DVC member, but he is listed as an associate on our DVC membership. BIL will be at WDW with me later this spring, will he be able to activate his AP without my parents being present?

Being an associate will not have any affect. What I wonder is if he has one of your parents DVC cards as well as his ID that they reside at the same address if that would be enough to show they qualify. You may have to contact DVC to ask the question.

Call to verify..But I know in the past my Bil called and was told to send a copy of his drivers license and his dvc card with his adult kids who had to show their drivers license, his DVC card and his photo copy of his license in order to get their DVC AP's activated.

To be eligible for a DVC discounted AP, you must live at the same address as the owners. So if your parents legal address on their contract is where your sister and BIL live they should be okay. As long as they have photo ID that indicates the address is the same.

Yeah they do all live at the same address (my parents live with Sister and BIL), I was thinking that a photocopy of ID's and DVC cards may work, but I will call to double check with member services. Thanks for the replies!

I thought the member had to be there.
