These are some of the FAQs from their site. Seems like you have to pay a fee to join. If you have to pay, forget it. There are too many survey co. that you can join for free.

Q : Why cant you take my membership fee out of the money Ill be earning?
A : We would, but we cant. We wont be the ones paying you. The research companies pay you directly so there is no way for us to deduct the cost of your membership from your earnings.
