Not sure if this is documented elsewhere, but this was my experience with "anytime" fastpass (one you get when ride is down).
Scenario:
- First 2 FP's are for tier 2 rides. 3rd FP was for Tier 1.
- Both tier 2 FP's were down, and got anytime FP for both.
- Used one of the anytime FP's, but not the 2nd one
- Used 3rd fp (tier 1).
- Went to make a 4th FP for another tier 1 ride. Unable due to not using first 3 FP for the day.
- Went and "burned" the 2nd anytime FP. Still unable to make a 4th FP. Keep in mind I had now used 3 FP's
- Had to make two tier 2 FP's and use them before I could book a "fourth" fastpass (in reality, my 6th).
Moral of the story. The anytime FP's don't "count" for your 3 FP allotment. I believe I could have held 5 FP's at once had I booked the 2 replacement tier 2's after getting the anytimes.
