My 18 year old DD has a 19 year old BF who seems to be in a lot of financial trouble. I will briefly say that for SOOOOOOOOOOO many reasons I am not fond of this BF but in the interest of peace and harmony DH and I are trying to give him some sound advice (DH is an account/financial analyst).
His family is a big mess. If I am to take what I am being told at face value...his parents are not quite divorced but have been seperated for a couple of years. He has been living with his father and Mom has not been in his life. Dad ran up his bills so high that he "borrowed" from son...sometimes with sons knowledge ei. ran up sons credit card, spent sons money from PT job and sometimes just put bills in DS name and then didn't pay them. So now dear old Dad is leaving the country (he is an American citizen, DS is Canadian) and running from the bills.
Can this boy apply for OSAP and say that he has no parental support?? I have looked at the forms and they seem to need parental income. Mom is unemployed at the moment but I believe she had a good income and lives with someone who is not penniless and Dad...well he is a dead beat.
His parents seem to say they will help him...and then they don't. then they say they will...and then that they just can't. Basically this kid is on his own. He will be in his 2nd year at Uni in September...maybe....he still owes for what seems to be most if not all of 1st year.
PS...BF is homeless at the moment with neither parent really wanting him....Estranged from Mom and Dad is living on a friends couch with no place for his son. The kid is living at a school friends house. So he isn't actually receiving any parental support.
