I have finally decided that I will get my DD a pre-paid phone. I *thought* it was only going to be $10 per month to add her to my AT&T account, but it will be $20 per month to change to a family plan and then add a line. I don't think she will use $20 worth of minutes per month ... at least not right away 
. She will be using it here at home to contact me after swim/dance practice and at WDW to keep in touch on our next trip.
I am down to Page Plus Cellular and Net10, both of which are about 10-cents per minute. Page Plus uses the Verizon network while Net10 would have an ATT&T SIM card installed in my zipcode.
I am leaning toward Page Plus since I can activate most Verizon non-PDA phones easily and I can find one cheaply on Craigslist or eBay. If I go with Net10 I will need to buy a specific phone with a SD Micro card since free downloads of photos are a MUST. I know that folks love Tracfone but I won't be able to get photos off their phones without emailing them to myself and that is not free.
