I'm bringing my family to Disneyland in Nov. before our annual passes expire. I would like to surprise my brother and his daughter and bring them with us. However he had an annual pass he didn't make the payments on. Long story his wife died of cancer and it was a tough year for the family. Anyway will I be able to buy park hoppers for him and his daughter or will they be banned beacuse they didn't pay? Thanks

They will not tie a multiday ticket to an expired or delinquent AP.
Buy the tickets online at Disneyland's website, and just take the print out right to the turnstiles...no need to go to the ticket booth.

I believe if you don't make the payments on your AP, it simply becomes no longer valid...they don't come after you for the $$ or anything; so he shouldn't have a problem getting tickets and getting into the parks.
