Something fun to do in October is the Mickey's Not So Scary Halloween Party. The kids get to go trick or treating at the Magic Kingdom. You and your wife would need to buy tickets, but with the twins being under 3 they are free. It's a lot of fun even for little kids, I took my newly turned 6 year old and my 15 month old and they both had a blast. It is late at night (starts at 7 and ends at midnight) but I just made sure the baby had plenty of rest during the day and she did fine (and I'm sure all the candy helped). They have a special parade and special fireworks that night as well.
Also in October at EPCOT is the Food and Wine Festival. While it's great to walk around and buy samples of the different foods, the lines can be especially long on the weekends and small ones may not appreciate that. Also beware of the major boost in drunks at EPCOT on the weekends (and sometimes during the week). People take advantage of the Wine festival part of the event and get wasted and tend to get very disorderly, loud and out of line. EPCOT does not do a good job of limiting drinks or even having proper security around the park.
One of the tricks I've used since the first trip I took my oldest on when she was 7 months old was to bring a hip carrier/sling with me and when it came time to wait in line I'd put her in the carrier so that she didn't have to stand in line and it also kept her happy. I'd also use the sling around nap times or if I noticed she was getting sleepy that way I could still go on rides with her asleep in the sling. I'd just loosen the shoulder strap and slide her to the front of me (sort of like a hug position) and I'd be able to ride the rides no problem. I was able to use this last year with my 15 month old and will do so again this year as she'll be 25 months old. It was also a great way to carry her about at night if I wanted to go to Downtown Disney and not bother with a stroller.
Take full advantage of the Kid Spots in each of the parks if you can. They are a nice clean place to change diapers, cool off, get cold fresh water for free, you can use the microwave to heat up food for the little ones and they have highchairs and kid sized tables for them to eat at. You can also purchase diapers, wipes, gerber products (I think they still do anyway) and other small odds and ends that you may need for small kids. Each park has one and they are marked on the maps.
I'm not one to go back to my room for a rest, and if you are that way also, you can always find a nice quite cool place where your kids can take a rest. Just make sure you take with a nice comfy stroller that reclines for the kids and has a GOOD sunshade on it.
