They're not allowed in Victoria and Albert's or any of the restaurants considered "signature" dining locations. (Basically, almost all of the restaurants that will cost you 2 TS credits on the Disney Dining Plan.) They include the California Grill, Artist Point, Citricos, Jiko, Flying Fish, and others. I do not believe the Grand Floridian Cafe has that policy.
We saw people in shorts, tasteful tanks, etc. at GF Cafe last year. I think you would be fine as long as you're not in Daisy Dukes and a spaghetti strap top! Mainly restaurants like Citricos, Narcoossee's, Jiko and the like are the ones that request resort casual.
my husband has a BIG problem with people who wear tanks to buffets....It grosses him out and makes him want to gag when he sees people in tanks reaching over the food in a buffet.
I booked our ADR for Narcosees for my birthday. The cast member told me that shorts (especially dressy) are just fine. Tank tops are not ok. I hope this is accurate as we will be going to dinner from the MK and we won't have enough time to go back to our hotel and change before dinner. Any comments on if this is ok?

Men: Dress slacks, jeans, trousers, or dress shorts, short or long-sleeved shirt with a collar required. Jackets are optional.
Ladies: Jeans, skirts, or dress shorts with blouse or sweater, or a dress required.
Not permitted in dining room: tank tops, swimming suits or swim suit cover ups, t-shirts, hats for gentleman, cut offs, or torn clothing of any kind.
