I know the Coral Reef does, but I'm not a big fan of their menu.

Do any other restaurants do anything similar to what the Coral Reef does for birthdays?

to what extent are you referring? above and beyond anything else..

1900 park fare gives a placemat signed by the characters
chef mickey's gives a placemat signed by the characters
crystal palace gives a birthday card signed by the characters

chef mickey's, crystal palace and crt decorate the table with pixie dust as well

Boma's bought my DW out a special desert tray.

At LTT in May, the servers threw Mickey confetti on our table as we sat down.
My MIL also got a card signed by all the characters.
We had also preordered a cake from the Main Street Bakery.

you can call dining and ask for the number to the specific restaurant you want to inquire about.
I just talked to "Boatwright's" about getting a special menu for the girl I'm bringing as she is 6 and has never been. Too late for a pic on it but they made her one with her name and a pic of Mickey autographed and she will get a phone call from Minnie.
My suggestion is call the restaurant and see what they can do.

Chef Mickey's a cupcake, placemat, table decor
Park Fare a cupcake and crown
Ohana a cupcake and I got to be the shakka maraca shaker
Wispering canyon cousin got a cup cake and a little "skit"
