I heard a rumor on another board today that it might reopen this spring (March) but nothing confirmed. I thought that when they first said it wasn't closing permanently, Disney mentioned re-theming it. My next trip to WDW isn't until September, but I really hope it's open then.

What do you mean by "the CM standing by it"? Was that at the train station area, or is it that you can still ride the train, but the CM was alerting people if they got off the train?
I used to like taking the train ride, and more than once I just took a round-trip train ride without getting off.
Today, the cast member standing by the entrance to Wildlife Express and Rafiki’s Planet Watch was telling visitors that it is closed “for the season” and would re-open in the spring, which he said is April or May. They have someone stationed there all day to tell people it’s closed.
